If Guitar Hero becomes as expensive as rock band is, then I dunno...
But GH is becoming yesterdays news. Rock Band has pretty much taken over the spotlight with its 4-player instruments, online band mode, and DLC every week. Its a wise move that the GH franchise move onto other instruments, but unless they provide DLC every week like what RB does, I can't see it making much of an impact.
Would they do it? Maybe....If they want to differentiate themselves from Rock Band that is....
Either that, or Rock Band would start evolving the instrument types....Probably not, they'll likely stay with the same instruments (for forwards compatability with new Rock band software)....
If the 'Hero' franchise wants to compete with Rock Band on it's level, than yes, they need more instruments. Guitar hero could sort of be the little bro to Rock Band's depth, if they keep it as just Guitar though. Good for those that want an 'instrument' peripheral game, without wanting to buy a full Rock band set (though you can just buy the peripherals separate with Rock Band)....
